switch for MPI communication within each cycle of subcycling in DROPLETPHASE (UCV)

Within the Subcycling, the positions of the halo particles are communicated in order to correctly compute the particle dynamics due to collisions. This takes a significant portion of the computation time per cycle. The communication can be turned off for gaining performance at the price of less precise particle dynamic computation by:

DROPLETPHASE_SubcyclingMPICommunication = 0
The particle positions are then communicated only once per timestep. Default: DROPLETPHASE_SubcyclingMPICommunication = 1 (MPI Communication in Subcycles is on.)
